If you perform ENTIRE system with the help of BRMS (in restricted state) and you want the system to remain in a restricted state after the backup is complete. You will need to correctly setup BRMS Control Group for this.
On screen Work with Backup Control Groups you can use option 9=Subsystems to process on the selected Control Group
Subsystems to Process
Use . . . . . . . . . : *BKU
Control group . . . . : ENTIRE
Type choices, press Enter.

10 *ALL *ALL *CNTRLD 120 *NO And on "Subsystems to Process" screen create or edit sequence with Subsystem *ALL and Restart *NO.
This will guarantee that before backup is made, all subsystems will be stopped and after Control Group is finished, subsystems will not start.
